General Plan Updates

What's a General Plan?

A city or town's general plan sets forth land development policies and policies, goals, and standards for local growth and redevelopment.

Elements of a general plan include:

  • General designation of residential, commercial, industrial, recreational, and civic land uses
  • Assessment of existing roadway system, including freeways, arterial and collector streets, and bike paths.
  • Identification of areas with high potential for multimodal, mixed-use redevelopment
  • Analysis of pojected impacts on environmental factors
  • Identification of means to finance additional public infrastructure required by new developments
  • Stipulations on the improvement of housing quality, affordability, and variety

How AALC members can be involved.

Members of the AALC regularly collaborate with stakeholders to work toward the inclusion of healthy community policies into public policy plans such as municipal general plans and county comprehensive plans. Cochise County

City of Bisbee— General Plan Update 2025

  • Info: The City of Bisbee is currently updating its General Plan, with the process set to be completed in 2025. Read the current general plan and learn more about the draft process here.
  • Action: To get involved, share your thoughts by responding to the the Bisbee General Plan Community. Additionally, Bisbee's city planner can be contacted via email at jstuart@bisbeeaz.gov to answer respond to any questions, comments, or concerns.

City of Sierra Vista— Vista 2040 General Plan

  • Info: The City of Sierra Vista’s “Vista 2040” General Plan was not approved by voters in the 2024 general election. The City seeks additional feedback on the plan to understand the aspects of the plan accepted by residents, and the aspects which need to be addressed before it reaches voters in 2026.
  • Action: Help align the plan with what your priorities by providing feedback through this survey.

Coconino County

Coconino County— Envision 2045 Coconino County Comprehensive Plan

  • Info: During a public hearing on Sept. 24, the County’s Planning and Zoning Commission recommended approval of Envision 2045, Coconino County’s updated Comprehensive Plan. On Oct. 7, a third work session on Envision 2045 was presented to the Board of Supervisors that outlined how the comments from the 60-day review period were addressed, along with comments from the Board and Planning Commission that arose during the joint work sessions, and an overview of the Planning Commission’s public hearing.
  • Action: The Board of Supervisors Public Hearing is on November 18th, 2025 from 6:00 PM at 219 E. Cherry Ave.  Review the Envision 2045 Public Hearing Draft here.  Sign up for the email list to stay informed of the draft review and adoption process.

City of Flagstaff— Flagstaff Regional Land Use Plan 2045

  • Info: The Public Hearing Draft of the Flagstaff Regional Plan is now available here!
  • Action: A Planning and Zoning Commission Public Hearings is taking place on Wednesday, September 24. See details here. Written comments can also be sent in advance to RegionalPlan45Comments@flagstaffaz.gov.Stay informed as details develop by signing up for the email list. Maricopa County

MAG 2025 Regional Active Transportation Plan

  • Info: The Maricopa Association of Governments (MAG) is developing a Regional Active Transportation Plan. The regional plan will define a vision, establish evaluation tools for bicycle and pedestrian improvements, and recommend improvements for the anticipated $800 million in dedicated active transportation funding authorized by Proposition 479, the region’s dedicated half-cent sales tax for transportation.
  • Action: Sign up for email updates to stay up to date with engagement opportunities.

City of Chandler— General Plan Update 2026

  • Info: Chandler's General Plan Update aprocess kicked-off on May 10th of 2025 with ChandlerTalks featuring presentations from housing and water experts and an interactive open house. Watch a replay of the event here. The draft General Plan Update has been posted online since October 1, 2025, and will remain open for public comment until December 1, 2025.
  • Action: Sign up for the email list to stay up to date with regularly held workshops with hands-on mapping activities and refreshments. Share your input for the plan through this feedback survey

Yavapai County

Town of Camp Verde— Vision 2050General Plan

  • Info:As part of the Town of Camp Verde’s General Plan update, the Technical Advisory Group (TAG) has been working with Town staff to draft Character Area maps, Element chapters, goals, and strategies that reflect the diverse identity and needs of our community. The drafts represented a significant milestone in the planning process toward updating the Town’s General Plan. The draft 2026 General Plan, a Vision for 2050, has been released for public input and comment.
  • Action: Review the 2026 General Plan Draft here. Feedback or comments can be emailed to generalplan@campverde.az.gov, or be sent through the online survey. Alternatively, reach out through the general plan email if you'd like to have a group discussion to review an element of the plan with the TAG members.
